Top Aces Delivers Expert F-16 Training and Test Programs for a Changing Defense Landscape

Chris “Bluce” Wee, Chief Test Pilot & F-16 Test Program Manager , Top Aces

Chris “Bluce” Wee, Chief Test Pilot & F-16 Test Program Manager at Top Aces Corp., is a U.S. Air Force Test Pilot School graduate with over 20 years of fighter and test experience.

Experience Matters.

This guiding principle is more than just a hiring philosophy at Top Aces Corp.—it’s the foundation of our business strategy. As the world’s only commercial operator of F-16 fighter aircraft, Top Aces is the premiere provider of adversary air services, delivering immersive, realistic training to prepare defense forces for the advanced threats of tomorrow.

Our capabilities are built around our people. Our maintenance and logistics teams collectively total over 1,000 years of F-16 experience, while our pilots average 2,500 F-16 flight hours and nearly 1,000 hours as F-16 Instructor Pilots. Many of our team members also have extensive military backgrounds teaching a diverse range of students—including those from allied and partner nations—on how to operate and maintain the venerable F-16.

This unmatched experience makes Top Aces a natural partner for international F-16 training. We offer a highly qualified commercial supplement to government training pipelines, which are often at capacity. With support from the U.S. Government and in partnership with Valiant, a leading global government services provider, Top Aces is already training personnel from partner nations in Europe, the Indo-Pacific, and South America—both in-country and at our F-16 Center of Excellence Schoolhouse in Mesa, Arizona.

Our maintenance training programs include formal courses in the U.S. or host nations, qualifying technicians in any U.S. Air Force F-16 specialty code, such as Crew Chief, Avionics, Engines, or Fuels. We also provide direct maintenance augmentation for partner nations establishing or expanding their F-16 capabilities. These services range from flightline support to heavy maintenance, including phase inspections and complex aircraft modifications.

Top Aces also leverages a cadre of Instructor Pilots with unprecedented expertise and credentials, enabling us to deliver a full spectrum of F-16 flight training options. These include initial Basic Qualification Training, Mission Qualification Training, Flight Lead Upgrade Training, and Instructor Pilot Upgrade Training. These programs are typically conducted in the partner nation using their own F-16 aircraft and can be supplemented with short-duration Mobile Training Teams (MTT) for specialized instruction—such as Night Vision Devices, Advanced Targeting Pods, or Helmet Mounted Cueing Systems—as well as preparation for RED FLAG exercises or NATO Tactical Evaluations (TAC Evals).

Many air forces also seek preparatory training for new pilots before they begin F-16 instruction. Typically known as Fighter Lead-In Training (FLIT), this course bridges the gap between pilot training and 4th or 5th generation fighter instruction. Top Aces offers a tailored, comprehensive, cost-effective FLIT program using our fleet of advanced jet trainers and experienced instructors. We provide flexible training solutions—customized by location, class size, and schedule—to address customer challenges with traditional government training pipelines.

Like F-16 flight training, flight test services are a natural extension of our team’s extensive backgrounds in both developmental and operational testing, as well as our aircraft’s unique capabilities. Our F-16s are uniquely suited for advanced flight test pursuits, including the development of sophisticated sensors or mission systems, supersonic carriage and release, and other projects requiring advanced high-performance fighter aircraft attributes to prototype cutting-edge technology.
  • By combining unmatched expertise, a versatile commercial F-16 fleet, and cutting-edge technology, Top Aces is delivering the future of fighter readiness and capability development—because in this industry, experience truly matters

At the core of our technology is our proprietary Advanced Aggressor Mission System (AAMS), an open mission system federated from the F-16 aircraft Operational Flight Program (OFP). Launched after four years of research & development by our in-house engineering team, AAMS’ open architecture enables rapid integration of advanced sensors, functions, and flight test systems using agile software development—without breaching the aircraft’s OFP or core airworthiness. Supported by our Systems Integration Lab (SIL), consisting of hardware emulators and a fully remote-accessible software suite, AAMS allows us to quickly and cost-efficiently iterate and test performance and functionality faster than traditional fighter test environments.

Top Aces has already completed several flight test programs for both industry and U.S. Government agencies, one example being our current collaboration with an agile defense partner to test the application of AI-driven flight autonomy in unique fighter operations. In today’s defense environment, driven by pressing national security imperatives, fast-moving and disruptive players are supplementing more traditional Primes and creating an insatiable need to flight-test new systems, weapons, and capabilities.

Top Aces operates the only commercial F-16 fighter test platform that matches the backbone of the U.S. and allied combat fighter fleets, placing us in a unique position to support rapid development, prototyping, and testing of next generation weapons and systems. Coupled with our world-class flight test team, we are ready to fill critical gaps in the defense innovation ecosystem. At the same time, our extensive training programs—ranging from maintenance and operations to advanced flight instruction—offer scalable, responsive, and cost-effective solutions for partner nations and defense organizations worldwide. By combining unmatched expertise, a versatile commercial F-16 fleet, and cutting-edge technology, Top Aces is delivering the future of fighter readiness and capability development—because in this industry, experience truly matters.
